«Surprised at» или «Surprised by»?
Нас иногда спрашивают, как правильнее или лучше сказать по-английски «удивляться чему-либо» – to be surprised at smth или to be surprised by smth ? Тут всё просто. Разберёмся с этим вопросом прямо сейчас.
Правильны оба варианта. Например, фразу «я удивлён его поведением» мы можем перевести следующим образом:
Никакой разницы между этими двумя управлениями практически нет.
Наиболее пытливым ( inquisitive ) из вас скажем следующее.
Вероятно, грамматически или даже психологически правильно было бы сказать, что если мы говорим at , то упор делаем главным образом на самом удивлении; если же мы говорим by , то помимо удивления мы дополнительно акцентируем внимание и на предмете нашего удивления. Но на самом деле разница настолько незначительная, что лучше вообще не думать об этом. Что придёт на ум, то и говорите. Оба варианта абсолютно правильны.

surprised by or surprised at?
The preposition following surprised holds the key to two different meanings. When the phrase means “caught unawares,” it’s surprised by, whereas surprised at means “struck with amazement.” Compare:
The intruders were surprised by the security guard.
She was surprised at how quickly it had grown.
In some contexts either meaning might apply, and so surprised by could possibly be used in the second sentence. But surprised at could not be used in the first without changing its meaning.

«be» тоже несущественно, т.к. предлог, очевидно, не зависит ни от лица, ни от времени. Алекс, я не понимаю, что вы хотите сказать
Так и я не пойму что Вы хотели сказать🙂. Вы вроде говорили что I am, is не подходит к вопросу. Что то про About, хоть оно исчезающе мало встречается.
«irrelevant» в первую очередь означает «не относящийся к делу», «несущественный» (что бы ни говорил Lingvo наперекор др. словарям)
В ngram надо сравнивать surprised with/by/at/. — без всяких I/you/he/she/. и без be/am/is/are — именно это я хотел сказать и добавил, что на результат это влияет мало. «Еще реже» я говорил про «on»

I did a lot of research, what preposition «surprise» take. But end up with nothing. I couldn’t find a definite answer. I have seen all preposition surprise with/by/at/about in sentences. But again, could not figure when to use which preposition. Can any one please explain what preposition we should use with «surprise».

In general, some adjectives go with certain prepositions, but some adjectives can go with more than one preposition (and context will determine which preposition fits better, though in many cases the use of one preposition doesn’t rule out other prepositions, as the meaning doesn’t really change). With «surprised,» I think it’s safe to say that «by» and «at» are more common, but you’ll also find «about» and «with.» There is no fixed pattern; the more you read, the easier it becomes knowing which preposition to use (or not use).
In all of the examples you provided, the usual preposition in contemporary speech (that I’m familiar with) is «by». If something surprises you, then you are surprised by it.
However, other propositions are also in use, sometimes based on preference.
There are several discussions about this topic that you may find in a simple search of the web. Here are some examples:
All the three prepositions plus «about» can be used, according to the Google Ngram Viewer; although according to the online collocations dictionaries the prepositions «with» and «about» after the adjective «surprised» doesn’t form a valid collocation—see here and here, for example.
So, a learner myself, I would follow the dictionaries.
In addition, if it were me to make the choice between «at» and «by» in writing, I’d go to the Google NGram’s examples and input the word for what I got surprised by/at.
